1929 Packard 640 limousine tow truck
It has a three-ton Manley crane mounted to the back, which would have been plenty of hardware to tow the little Model T sedan they have parked behind it.

1st Checker I've ever seen used as a cop car, but it makes sense, for the same reason they are good taxis, they would make good cop cars

"New York City used Checkers as unmarked cars. Essentially they were set up as standard NYC taxicabs."

Upjohn Pharmaceutical and Timken Bearing had both ordered police package Checkers as security patrol cars.
The police package remained available all the way through the end of Checker production in 1982.
